jeff green from computer gaming world. in his article he plays motorcity offline. here is the link and just in case the link dont work here is the article.

Need for Speed: Motor City
Type: Sports/Raceing
Release Date: Quarter 4 '99
Developer: Electronic Arts
Publisher: Electronic Arts

The driving force behind MOTOR CITY is ownership, and the pride and bragging rights that go along with it.
Electronic Arts got part way there with the recently released NEED FOR SPEED: HIGH STAKES, which adds a career mode so players can purchase cars and upgrade tham as they win races. MOTOR CITY takes this model buts makes it infinitely more exciteing by setting it in an online world. Now you'll take your car and race it against other humans, for all to see. Now, you can tinker with your car -- upgradeing it name- brand car parts, applying your own custom paint job – and then watch others drool over it, or maybe even get in a bidding war to buy it from you.

When you enter MOTOR CITY for the first time, you'll be given a small amount of money to purchase your first car, which you'll buy from one of the games virtual car lots. Depending what "neighborhood" you're shopping in, different cars might be available (that you can afford) may be a beat up 1967 Impala. At each lot, an element of supply and demand will also factor in, so if there's a run of a particular model your looking to purchase, it may not be there the first time you log on.

For the first time in the NEED FOR SPEED series, Electronic Arts is leaveing behind the luxary cars for something a little closer to reality for the most of us. According to EA, MOTOR CITY is going to feature somewhere between 20 to 40 licensed vehicles at release, all the classic hot rods from the 30's and the 70's.

Although the game will feature some killer hotrods, you'll only be able to afford a "beater" to start the game. This gives the game an online-rpg feel: the thrill of MOTOR CITY, the motivating force that EA thinks will keep you coming back for more, is the opportunity to build up that car, buy or win new ones, increase your reputation and skills – all in an attempt to become the biggest badass with the hottest wheels in town.

There will be three modes of play: Single Race, MOTOR CITY Offline, and MOTOR CITY Online. Single race is just a quick get in-get out offline race against the computer on a randomly selected track. MOTOR CITY Offline will let you practice customizing and tweeking your car, as well as raceing on the 8 to 12 tracks scheduled to be online. MOTOR CITY Online, once you buy a car you'll be able to participate in two main kinds of races: Sactioned Races and Challenges.

Sactioned Races will be official races set up by Electronic Arts, where gamers pay an "entry fee" to join races of about 6 to 8 other players for prize money. Sactioned races will include drag races, raceing ovals, and Grand Prix-style races through city streets.

Challenge Races are where it seems the real heat is going to be, Here, players will be able to host or join races that take place late at night on city strrets with the possibility of police cars in pursuit. Races will either be for a set amount of cash, or, for the truly bold, pink slips. That's right, lose the race, lose your car permantly (unless you win it back). EA is working on a reputation system, based on such elements as your win/loss record, and the number of times you've successfully eluded the police.

The "hubs" where gamers will meet to chat and to host and join races are represented visually by 50's style diners nad drive-ins. When you eneter a hub, your car will be seen pared in the lot (or cruising by if the lots full). Gamers will be able to set up clans or raceing teams, and a dynamic buddy list will let you keep track of where your friends are online.

The MOTOR CITY Gazette will be a daily online news source where gamers can submit listings to buy and sell (possibly auction) cars, paint jobs, and custom parts. Those who've designed a Particularly cool paint job can also upload it to one of the game's paint shops, and if another gamer buys it, the designer gets a cut of the profits. Buying selling, and tradeing cars is anticipated to be as huge a part of the game as the actual raceing – and it doesn't take much of a streach to imagine car sales ending up on separate auction services such as eBay.

I bet this was written before the game went live, when it was originally intended to be offline and online.

Sadly, it's no more.

HERES ANOTHER ONE

Speeding Down The Information Superhighway.
Buy your favorite piece of American steel, trick it out from the wheels up and challenge the unwary to an all-out asphalt-eating contest. The winner gets parts, pink slips or bragging rights at the local all-night diner. The loser...well, the loser gets to spend more time under the hood.
No, it isn't a scene from American Graffiti. It's the latest and most ambitious creation in the Need for Speed series and it's definitely the prettiest pup in the litter.

By the time Need for Speed: Motor City rolls onto the shelves, it will be sporting a completely new game engine, incredible graphics, enhanced physics and will offer the widest selection of classic cars in any racing game to date. But it is the revolutionary multiplayer mode that is the real star here. Electronic Arts aspires to create an online world, a virtual racing community with as much depth as massively multiplayer fantasy games like Everquest or Ultima Online.

Online gamers will be able to meet, chat and race in twelve different districts of Motor City, a unique virtual city-world with distinct racing areas, an active economy, and a sanctioned racing circuit (complete with its own soon-to-be-coveted Motor City Cup).

The cars you'll be racing will be yours, not a carbon copy of the next guy's. Motor City will feature over 30 licensed cars from the 30's to the early 70's with more to be downloadable after ship date. All of these machines are fully upgradable and thousands of auto parts, both licensed and generic, will be available for sale or trade. From transmission to fuzzy dice, the cars will be what you make them. Even paintjobs are completely customizable, not just an Earl Schieb $99 special. Every car has the potential to be a true work of art.

Another unique feature will be the Motor City Gazette, a virtual town newspaper. Players will be able to buy, sell and trade cars and parts (even paintjobs), learn where the cops hang out and find out who got busted for speeding or reckless driving the night before.

Maybe you just want to race and don't have time for multiplayer, or perhaps you want to hone your driving skills without humiliating yourself in public. Never fear, EA has thought of you, too. Need for Speed: Motor City also has a variety of different game modes allowing for offline jump-on play.

The enterprising folks at EA seem to have thought of everything. If all that brainwork pays off, Motor City should prove to be the best in the Need for Speed series and will be vying for best racing sim of the year. Of course, we'll have to wait until Fall for a test drive, but that will give racing sim fanatics a chance to say good-bye to their loved ones.

Greasers rejoice! Motor City is due out in Fall 2000 for the PC.

Perhaps offline mode was just a term used for time trials.
